County not ready to move on 290 toll lanes

According to a post in the Chronicle's Houston Politics blog, the Commissioners Court of Houston shot down the proposal to add toll lanes to U.S. 290 last night.
According to County Judge Ed Emmett, the county sees the need to alleviate traffic on 290, but doesn't have the funds to rebuild the highway. Additionally, the design for the rebuilt highway has not been finished.
